Tampa roofs after Helene and Milton are a different conversation than they were before 2024. Two hurricanes hit the Tampa Bay area about two weeks apart, one with record storm surge and one with damaging wind across the region.

What Happened

Helene stayed offshore in late September 2024 but pushed storm surge into Tampa Bay, with record high water at numerous tide gauges. The National Weather Service measured water 7.2 feet above normal high tide at East Bay and 6.8 feet at Old Port Tampa. Two weeks later, Milton made landfall near Siesta Key on October 9 at 120 mph. Tampa International Airport recorded a gust of about 96 mph, and Tampa logged 14.28 inches of rain that October, its wettest since records began in 1890.

Flood Zones and the 50% Rule

In flood zones AE, Coastal A and VE, the City of Tampa applies FEMA's 50% rule: if repairs or improvements cost more than half the building's depreciated pre-damage value, the whole structure has to be brought up to flood standards. After Helene and Milton the city mailed Substantial Damage letters, and owners who got one have to complete a determination form. Choosing a Roof for the Next Storm

  • Ask for the Florida Product Approval and the design wind speed it covers at your address.
  • Ask how the roof edges, ridge and hips are attached, since that's where wind gets a grip.
  • Ask what the code requires on your re-roof: deck nailing, a secondary water barrier, and whether roof-to-wall upgrades apply.
  • Hire only a state-licensed roofing contractor and make sure a permit is pulled.

After a storm, unlicensed roofers go door to door. Florida treats unlicensed contracting as a crime, and a felony during a declared state of emergency. Ask for the license number and check it on the DBPR's free license search before anyone starts.
